Is it possible to grant write privileges to a user on a directory with out having to add the user to a group or make the user the owner of the directory?

I'm trying to give a non-root user the right to start IBM HTTP Server, the web server is listening on port 80, but for AIX, ports under 1024 are privilege ports which can be used only by root.

NAME
setaudid() - set the audit ID (aid) for the current process
SYNOPSIS
Remarks
This function is provided purely for backward compatibility. HP recommends that new applications use instead. See setauduser(3).
DESCRIPTION
sets the audit ID (aid) in the audit tag for the current process. This call is restricted to a user with the privilege.
Security Restrictions
Some or all of the actions associated with this system call require the privilege. Processes owned by the superuser will have this privi-
lege. Processes owned by other users may have this privilege, depending on system configuration. See privileges(5) for more information
about privileged access on systems that support fine-grained privileges.
RETURN VALUE
Upon successful completion, returns a value of 0; otherwise, it returns -1 and sets to indicate the error.
ERRORS
fails if any of the following conditions are encountered:
The caller is not a user with the
privilege.
The audit ID (audid) is invalid.
