The remote side is timing out, not your side, that is what return code 421 means:
This is considered transient - in the sense that you could reconnect and get download another file right away. Something on the remote side forced it to shutdown. Look at the ftpd logs on the remote. I vote for a remote timeout.

when i manually run this script below, it works fine, but when i run it using a scheduler like "autosys" it doesn't work & i get this error:

I was changing a bit of the existing script and didnt comment the ftp part in it.
So, the ftp step executed, but there was no input file.
I got the message like this

250 Transfer completed successfully.

Issue::
While doing bye command on ftp, it just hings as below untill you try Ctrl+C
891 bytes received in 0.0017 seconds (526.16 Kbytes/s)
ftp> bye
221-You have transferred 0 bytes in 0 files.
I too have tried with other commands like, close, disconnect etc but no luck.

rdma_reject - Called to reject a connection request.
SYNOPSIS

ARGUMENTS
id Connection identifier associated with the request.
private_data
Optional private data to send with the reject message.
private_data_len
Specifies the size of the user-controlled data buffer. Note that the actual amount of data transferred to the remote side is
transport dependent and may be larger than that requested.
DESCRIPTION
Called from the listening side to reject a connection or datagram service lookup request.
RETURN VALUE
Returns 0 on success, or -1 on error. If an error occurs, errno will be set to indicate the failure reason.
NOTES
After receiving a connection request event, a user may call rdma_reject to reject the request. If the underlying RDMA transport supports
private data in the reject message, the specified data will be passed to the remote side.
