vgreduce is to reduce a volume group not a logical volume and so the only way to do it is by removing a PV...
Your case has nothing to do with vgreduce (dont tell me you have a VG per FS...) but to reduce the logical volume:
1) Reduce, the FS with the same command :fsadm
2) lvreduce
e.g.

ant # fsadm -b 500000 /home
fsadm: /etc/default/fs is used for determining the file system type
vxfs fsadm: /dev/vg00/rlvol5 is currently 819200 sectors - size will be reduced
vxfs fsadm: allocations found in shrink range, moving data
ant # lvreduce -L 500 /dev/vg00/lvol5
Warning: rounding up logical volume size to extent boundary at size "504" MB.
When a logical volume is reduced useful data might get lost;
do you really want the command to proceed (y/n) : y
Logical volume "/dev/vg00/lvol5" has been successfully reduced.
Volume Group configuration for /dev/vg00 has been saved in /etc/lvmconf/vg00.conf
ant #
