Multi line variable script... needs help.

I am trying to write a script that will help me put a file into excel with little manipulation. Below is a sample of the file im using.
Code:
Group1:*:gid1:user,user
Group2:*:gid2:user,user
Group3:*:gid3:user,user,user,user,user,user,user
Group4:*:gid4:user,user

I marked in red the part that is broken, i think. I think those variables that are only being set within the while loop instead of making it out to the rest of the script where I'm expecting to use it again.
Code:

cat group |tr "," "\n" | while read X
do
   echo $X | grep \: > /dev/null
   if [ $? -eq 0 ]
   then
      echo $X | tr ":" " " | while read GRP GARBAGE GID FIRSTNAME
      do
       export GRP GID FIRSTNAME
       echo "$GRP,$GID,$FIRSTNAME"
      done
   else
      echo "$GRP,$GID,${X}"
   fi
done

The output should be:
Code:
Group1,gid1,user
Group1,gid1,user
Group2,gid2,user
Group2,gid2,user
Group2,gid2,user
Group2,gid2,user
Group3,gid3,user

Instead, this is what is coming out:
Code:
Group1,gid1,user
,,user
Group2,gid2,user
,,user
,,user
,,user
Group3,gid3,user
