i read his forums and found that utf8 pragma was difficuilt to understand.
We are developing a tool that can take any language as input and do the further operations.
Also, one of my pal told this is a site where we can get solutions.

Perl in KSH - julian conversion

Hello Everyone, I have this code misbehaving in one of my scripts, I have a var containing the sequential number of the day for the year and I am suppose to get the regular date for that day and its weekday. utf8 allows you to write your Perl encoded in UTF-8. That means UTF-8 strings, variable names, and regular expressions. "utf8::all" goes further, and makes @ARGV encoded in UTF-8, and filehandles are opened with UTF-8 encoding turned on by default (including STDIN, STDOUT, STDERR), and charnames are imported so "N{...}" sequences can be used to compile Unicode characters based on names. If you don't want UTF-8 for a particular filehandle, you'll have to set "binmode $filehandle".
