I might be wrong, but isn't this the very type of problems the "fmt" simple optimal formatter tool was created for?
"fmt -w <your desired line length here>" should do the trick.

awk '{print length;exit}' <File_name>
The above code gives me length 50.
wc -L <File_name>
The above code gives me length 53.
