Under Thread Tools menu, there is a bullet list to open closed threads and vice versa. I was able to open / close a very old thread that I had started
If threads are closed, they are closed for a reason, policy being one of them. I dont think you can demand from the user to un-close a thread just because he wants to respond to it. If we want to encourage users improving threads, then the need to un-close a closed thread first before any addition can be made is not particularly welcoming. Also referencing closed threads in a new thread is rather cumbersome, both for the author and the subsequent readers.
In summary: we need to be absolutely sure the current policy is the best one for this site, else rethink it.
A little longer than 3 months would be welcome, but how about starting a poll on this?

I have the script which appends month and year to the name of the
file. Now every time when I append the month-year combination I
have to subtract 2 months from the current date and then append
it, since we are sending our vendor 2 months prior worth of data
eveytime.

The <poll.h> header defines the following type through typedef:
nfds_t an unsigned integer type used for the number of file descriptors
The implementation supports one or more programming environments in which the width of nfds_t is no greater than the width of type long.

The following symbolic constants are defined, zero or more of which can be OR'ed together to form the events or revents members in the
