The handshaking used in single user mode, a diagnostic boot, and the early part of a normal boot differs from the handshaking when AIX takes over and configures the tty in multi user mode before it issues the login prompt.
Before AIX takes over the port and configures the TTY the system uses hardware flow control, but the default for AIX is software flow control and this is where the extra wires, often not found in a normal null modem cable, come into play.
So if your cable is not wired correctly for an AIX system, i.e. it is a "standard" rs232 null modem cable or a "laplink" cable then you are likely to have this problem of seeing everything OK in single user, diagnostic, and the first part of the multi user boot but you will not see the login prompt prompt in a multi user boot.

In trying to resolve my issue, I downloaded TL 11 and trying to update to it. Why the heck does not the TL fix have the required files in it? Thats another 1.+ GB download. I am also sure that when I go to install that package it will complain about rsct not being updated.

DESCRIPTION
WARNING: This package is unix-specific and depends on the availability of two unix system commands for terminal control, i.e. stty and
tput, both of which have to be found in the $PATH. If any of these two commands is missing the loading of the package will fail.
The package provides commands to switch the standard input of the current process between raw and cooked input modes, and to query the size
of terminals, i.e. the available number of columns and lines.

This command imports some or all attribute commands into the namespace ns. This is by default the namespace ctrl. Note that this is
relative namespace name, placing the imported command into a child of the current namespace. By default all commands are imported,
this can howver be restricted by listing the names of the wanted commands after the namespace argument.
OPERATIONS
::term::ansi::ctrl::unix::raw

by the user are immediately reported to the application instead of waiting in the OS buffer until the Enter/Return key is received.
