It would help if you describe better your requirements.

with "when" being something depending on the sampling interval you are looking for and "what" being:
"run vmstat and store the output":

There are many free and commercial tools that would do a better job to collect and display that data though.

The "Locale::Codes::LangExt" module provides access to standard codes used for identifying language extensions, such as those as defined in the IANA language registry. There are several different code sets you can use for identifying language extensions. A code set may be specified using either a name, or a constant that is automatically exported by this module.
