Why can you not do it? I don't see any code that even tries.
You need to check the value of $b and if it is greater than 1, read $(( $b - 1 )) lines from the file.

I wanted to add specific text to each row in a text file containing three rows. Example:

Geometry::Primitive::Line represents a straight curve defined by two points.
SYNOPSIS
