You can get a list of users from the file:/etc/passwd - it is : delimited. FLD1 == username, FLD5 == comments, usually the users real name
Passwords are another story. There are no open text paswords on any standard unix system - by default. That doesn't mean somebody with privilege did not decide create one. Or maybe there is paperwork - like a request for access.
Lists of usernames/passwords are a horrible idea for a lot of very good reasons. FWIW.

According to the manual if you want to remove the password for a user account the "password" field in /etc/security/passwd should be set to "*"
So instead of this:

Should be set to this:

METHODS
o new
This method takes a hash of parameters. The following options are valid:
o host
Connection host, can be a hostname, IP number or a URI. Defaults to "localhost".

host => ldaps://ldap.company.com
o port
Connection port, default to 389. May be overridden by host if host is a URI.
port => 389
o timeout
Connection timeout, defaults to 60.

The suffix in users principal, usally the domain or forrest. Required.

o log
Any object that supports "debug", "info", "error" and "warn".

o authenticate( $username, $password )
Returns true on success and false on failure.
