This code worked both on Linux/HP-UX using bash/ksh on both (except for the second date call, HP-UX' date doesn't like the -d switch). As for the Base-16 to Base-10 conversion, it's probably easier to do that in Perl than to code in in the shell.

truncate OPTION... FILE... DESCRIPTION
Shrink or extend the size of each FILE to the specified size A FILE argument that does not exist is created. If a FILE is larger than the specified size, the extra data is lost. If a FILE is shorter, it is extended and the extended part (hole) reads as zero bytes.
