paste -d , file1.csv file2.csv > file3.csv
...file3.csv

..here is the small solution:
awk -F"," '{if($2 > $4) {print $0}}' file3.csv|awk -F"," '{if($1 == $3) {print $1","$2","$4}}'
Output! will be like below:
abc,2,1
