Hi,
What I want to do is for make to reconstruct the target even if its dependencies have not changed. So, even if if the dependent files do not have a more recent timestamp, the commands are executed.
The reason I want to do this..

Why is this? Is there any way to run this command in a Makefile?

I have 2 libraries in 2 different directories that I build with Makefiles.
library B depends on library A. If I modify a .cpp file in library A and run lib B's Makefile can I have B's makefile to automatically rebuild library A?

We have moved our OS from Sun Solaris to Linux and also some of the compilers.
Our old makefile used to be as below:

svn_import - Imports an unversioned path into a repository
SYNOPSIS
bool svn_import (string $path, string $url, bool $nonrecursive)
DESCRIPTION
Commits unversioned $path into repository at $url. If $path is a directory and $nonrecursive is FALSE, the directory will be imported
recursively.
PARAMETERS
o $path
- Path of file or directory to import.
Note
Relative paths will be resolved as if the current working directory was the one that contains the PHP binary. To use the
calling script's working directory, use realpath(3) or dirname(__FILE__).
o $url
- Repository URL to import into.
o $nonrecursive
- Whether or not to refrain from recursively processing directories.
RETURN VALUES
Returns TRUE on success or FALSE on failure.
