I can solve some parts:

REC_CNT=`wc -l filename.txt`
FILE_SZ=`wc -c filename.txt`
START_TIME=`date +"%D %r"`
# do copy
STOP_TIME=`date +"%D %r"`

Getting the File date/time is a little more complicated. You can look at this thread for an answer, or try:

in unix bc command is used as calculator and also for conversion, i want to convert 5f to decimal. but bc dont consider 5f as hex value it considers 5F as hex value. is_writable - Tells whether the filename is writable

SYNOPSIS
bool is_writable (string $filename) DESCRIPTION
Returns TRUE if the $filename exists and is writable. The filename argument may be a directory name allowing you to check if a directory is writable. Keep in mind that PHP may be accessing the file as the user id that the web server runs as (often 'nobody'). Safe mode limitations are not taken into account. PARAMETERS
o $filename - The filename being checked. RETURN VALUES
