I want to calculate the average of V1 every second and count how many times "1" in V2 is occur within a second

I have some time series data that I need to resample or downsample at some specific time intervals. The firs column is time in decimal hours. I am tryiong to resample this data every 3 minutse. I want to create a form with data values in a dropdown list. The values in the dropdown list need to be generated on the fly from max, min and increment values contained in a mysql database.
Hopefully this makes sense, I really have no idea where to start :confused:

You have a log file as attached in sample input with various operations and time taken by each of them. Write a script to find the min and max time taken for each operation. Sample output is attached.

redshift - Set color temperature of display according to time of day.
SYNOPSIS
redshift
-l LAT:LON -t DAY:NIGHT [OPTIONS...]
DESCRIPTION
redshift adjusts the color temperature of your screen according to your surroundings. This may help your eyes hurt less if you are working
in front of the screen at night.
The color temperature is set according to the position of the sun. A different color temperature is set during night and daytime. During
twilight and early morning, the color temperature transitions smoothly from night to daytime temperature to allow your eyes to slowly
adapt.
OPTIONS -h Display this help message
-v Verbose output
-V Show program version
-b N Screen brightness to apply (max is 1.0)
-c FILE
Load settings from specified configuration file
-g R:G:B
Additional gamma correction to apply
-l LAT:LON

The neutral temperature is 6500K. Using this value will not change the color temperature of the display. Setting the color temperature to a
value higher than this results in more blue light, and setting a lower value will result in more red light.
Default values:
Daytime temperature: 5500K Night temperature: 3700K
