uh oh - vpar/npar? You're suddenly out of my realm of knowledge.
I think I need to bring in an actual hp unix admin to have a look at the box now that we have confirmed something is very weird. I had originally raised the question wondering if I was running the wrong version top or if hp had some kind of VM which was only allowing me 3 cpu's.
If we get to a solution (or if you'd like me to run any commands) I will post the results here for the benefit of others in the future.

We have a C program which does the encryption and decryption. It is running fine in UNIX 386. But the same C program is giving different results in HP UX server.

asadmin-create-auth-realm, create-auth-realm - adds the new authorized realm
SYNOPSIS
create-auth-realm --user admin_user [--password admin_password] [--host localhost] [--port 4848] [--secure|-s] [--passwordfile filename]
[--terse=false] [--echo=false] [--interactive=true] --classname realm_class [--property (name=value)[:name=value]*] auth_realm_name
Adds the named authorized realm. This command is supported in remote mode only.
OPTIONS
--user authorized domain application server administrative username.
--password password to administer the domain application server.
--host machine name where the domain application server is running.
--port port number of the domain application server listening for administration requests.
--secure if true, uses SSL/TLS to communicate with the domain application server.
--passwordfile file containing the domain application server password.
--terse indicates that any output data must be very concise, typically avoiding human-friendly sentences and favoring well-
formatted data for consumption by a script. Default is false.
--echo setting to true will echo the command line statement on the standard output. Default is false.
--interactive if set to true (default), only the required password options are prompted.
--classname Java class which implements this realm.
