A web browser is a pretty big application. A minimal browser would need an http client, an html parser, and something that displays html files. Even this would be a lot of work. And this minimal browser would not be usable for any current internet website, because there are many many additional complicated technologies needed for that.

If you are only interested in a part of the job, it might be feasible. For example, a lot can be accomplished with a firefox addon.
