did you check if you have such a port # listening on the machine?
you need to confirm that generic Apache service is running and available on the box.

unfreeze-transaction-service --user admin_user [--password admin_password][--host localhost] [--port 4848][--secure|-s] [--passwordfile filename] [--terse=false] [--echo=false] [--interactive=true] Resumes all the suspended inflight transactions. Invoke this command on an already frozen transaction. This command is supported in remote mode only. OPTIONS
