I think this is Gnome option. Are you using Gnome on FreeBSD too? Also it won't be recognized if you have disabled the module in the kernel. Unfortunately I'm not in front of FreeBSD box right now and I don't remember the name of the module
But it's included in GENERIC.

The sem facility provides system calls used by the standard C library (libc) to implement POSIX semaphores. This facility offers support for
such functions as sem_init() and sem_wait(). It is available both as a kernel option for static inclusion and as a dynamic kernel module.
