convert fixed length file to CSV

Newbie

Looking for a script to convert my input file to delimited text file. Not familier with AWK or shell programing. Below is sample record in my input file and the expected output format. My OS is HPUX 11.23.

Need a sort solution for fixed length file

I have a 1250 byte record that I need to sort in column 10-19 and in column 301. I have tried the sort command, but it looks like it needs delimiters to work. NAME
blockdiag - generate block-diagram image file from spec-text file. SYNOPSIS
blockdiag [options] file DESCRIPTION
This manual page documents briefly the blockdiag commands. blockdiag is a program that generate block-diagram image file from spec-text file. OPTIONS
These programs follow the usual GNU command line syntax, with long options starting with two dashes (`-'). A summary of options is included below.
