configuration and template file

Hi,

I have a configuration file(which has values) and a template file(where the values are dummied)

Configuration file (a.txt)
--------------------
var1=1521
var2=172.10.10.10
var3=emp
.
.
.
var15=hhhhhhh

Template file (b.txt)
--------------------
The host name is $var2.
The database name is $var3
The port is $var1
.
.
.

Now I want to replace the dummied values in template file(b.txt) with actual value which is in configuration file(a.txt). There are some 15 variable like. Can some tell me what is the best way of doing it. I am looking for something like search in configuration file get a variable and replace that in template file

lr_report_cfg2xml - Convert old style report configuration to XML SYNOPSIS
lr_report_cfg2xml I<supservice> I<name> I<report_cfg_file> > I<xml_spec_file> DESCRIPTION
The lr_report_cfg2xml command converts a report configuration file as used with Lire version 1.5 and below to a report configuration template. The script takes three mandatory arguments: superservice The superservice used by the report configuration file. name The name of the template that will be generated. report_cfg_file The report configuration file to convert. It writes on STDOUT a Lire Configuration Specification file. This specification file contains one report-config element named name. Its default value will be identical to the content of the report configuration file. If you install that file in the sharedir/lire/templates, you will be able to instantiate report configuration using that template from the lire(1) interface. VERSION
