Hi, I have to change a tab delimited file to a fixed length file. For text fields I need to left justify and NULL fill to the right and for number fields I need to right justify and zero fill to the left. The four-argument form of "substr()" was introduced in Perl 5.005. This policy does not report violations on code which explicitly
specifies an earlier version of Perl (e.g. "use 5.004;").
