I never really involve in purchase of licenses.
depends what you are asking. If you talking abt buying license for software product running on solaris server there are few ways they do it.
Most products that you purchase require a license and that license is generated based on server unique hostid. Some generate based on IP address. I heard oracle charges the license by the number of cpu on your box.
Normally the product sales rep will be familiar with licensing and they can advise you accordingly.

My understanding is that Oracle DB licensing is based on number of cores etc. If you use virtual machines (e.g.ldoms) you need to partition it properly otherwise, in theory you have to pay based on the host machine.

When you buy software, the vendor from which you purchase the software issues an agreement called a license, which gives you authorization
to use the product. Most of the information required by the License Manager can be found on the Product Authorization Key (PAK), which is
