printf C vs Shell
I suspect you are trying to use the ANSI C syntax for printf - I haven't done this for a while, but looking through the man page on my Ubuntu GG dosnt suggest any solution to your problem.
Shell version of printf seems to only allow for strings with a minimum of formatting.

I want the output to be:

I tried to change %d to other formats and could find the solution.

I wrote a script that does lot of things, and I would like to change the format of a number but without printing it now (so I don't want to use printf as it will print the value immediately).

localeconv - get numeric formatting information
SYNOPSIS

struct lconv *localeconv(void);
DESCRIPTION
The localeconv() function returns a pointer to a struct lconv for the current locale. This structure is shown in locale(7), and contains
all values associated with the locale categories LC_NUMERIC and LC_MONETARY. Programs may also use the functions printf(3) and strfmon(3),
which behave according to the actual locale in use.

BUGS
The printf(3) family of functions may or may not honor the current locale.
