I'm guessing here becasue I only have SPARC solaris boxes to hand where the keyboard keyword is not used, but I would guess that the reason that it is not working is bacuse that value is used only when configuring the Xsun Xserver but Xorg is being used in you installation.
My suspicion stems mainly from this section of the sysidcfg manpage as kdmconfig is not used to configure the X.org Xserver.
Although there is nothing in the documentation to suggest that this is the case.

The value provided for keyboard_layout must be a valid value. Otherwise, an interactive response is required during installation. The valid keyboard_layout strings are defined in the /usr/share/lib/keytables/type_6/kbd_layouts file.
I just built a jumpstart server on a Solaris 9 sun box and have had no problems jumpstarting other sol9 boxes using the custom rules. I've also copied a Solaris 10 image onto that same solaris 9 server and have had problems loading Solaris 10. These boxes will go directly to the manual OS install... (5 Replies)

I got 1x146GB disk which is span by just one zfs rpool.
When issue for example:

loadkeys reads the file specified by filename, and modifies the keyboard streams module's translation tables. If no file is specified,
loadkeys loads the file: /usr/share/lib/keytables/type_tt/layout_dd, where tt is the value returned by the KIOCTYPE ioctl, and dd is the
value returned by the KIOCLAYOUT ioctl (see kb(7M)). These keytable files specify only the entries that change between the specified
layout and the default layout for the particular keyboard type. On self-identifying keyboards, the value returned by the KIOCLAYOUT ioctl
is set from the DIP switches.
