nano problem
copy" the nano executable to other location ? like "cp /path/to/nano /the-new/path/nano" && chown user:group /the-new/path/nano.
"ln -s" , i.e. symlink them ? I'm not aware of the way tcsh works, but EDITOR may not be accepted, why not add the nano path in your $PATH ?

this real issue is that I need to run nano like so /usr/local/bin/./nano
I just can't run nano by just typing nano OR /usr/local/bin/nano. So by setting the path it wouldn't make a differents.
the group and owner is so
-rwxr-xr-x 1 root root 347904 2007-10-15 23:12 nano
did I install nano wrong?

time_nanosleep - Delay for a number of seconds and nanoseconds
SYNOPSIS
mixed time_nanosleep (int $seconds, int $nanoseconds)
DESCRIPTION
Delays program execution for the given number of $seconds and $nanoseconds.
PARAMETERS
o $seconds
- Must be a non-negative integer.
o $nanoseconds
- Must be a non-negative integer less than 1 billion.
RETURN VALUES
Returns TRUE on success or FALSE on failure.
If the delay was interrupted by a signal, an associative array will be returned with the components:
o seconds - number of seconds remaining in the delay
o nanoseconds - number of nanoseconds remaining in the delay
