That eliminates the symptom but not the cause. On many systems, quota is invoked directly by the login program itself prior to starting the login shell. (But to be honest, I have done "chmod 0 /usr/bin/quota" sometimes).

What must be happening is that you have a filesystem which is NFS mounted and the NFS server is not responding. You need to look into that. Either get the server going again or remove the dead mounts. Any program, not just quota, could stumble into this. For example, I'll bet that "df -k" also takes a while.
