Been a while since I did this but I think the first step you need to do is to do a boot -s comand so the system knows to detect and configure the new hardware.

I have tape drive in one Lpar. when i saw that time tape is in defined state. After that i deleted the tape drive using the rmdev -R command. Then fired the cfgmgr -v command. The TMSCP driver provides a standard tape drive interface, as described in mtio(7). This is a driver for any controller that adheres to the Tape Mass Storage Control Protocol (TMSCP).
