Ok.. here it is, this is the sample code.. modify accordingly. I'm taking 10 lines for creating a new file:

file=$1
i=1;
lines=`wc -l $file | awk '{ print $1 }'`

while [ $i -lt $lines ]
do
   sed "$i,`expr $i + 9`!d" $file > ${file}_$i
   let i=$i+10
done;
