Here is the first question that I would ask. Does the COGNOS app crunch the data on the client machine or on the server? If the numbers are crunched on the client side then yeah, the 10 Mbit/Sec network doesn't help very much.
I ran a FileMagic database that processed data on the client side and it wasn't a pretty sight. Corrupted a bunch of indexes with that product (they have a client/server product that is much nicer, just to be fair).
The second question would be how much data are you trying to push down the pipe?

SYNOPSIS

cfg_handle_t *handle);
PARAMETERS
Structure identifying the means of communication between your application and the configuration management server. Your application
receives this structure when it calls the cfg_connect() routine.
DESCRIPTION
Once your application is finished using a remote configuration management server, it should call the cfg_disconnect() routine. This routine
closes sockets and stops execution of the configuration management server.
EXAMPLES
The following example illustrates the use of the cfg_disconnect() library routine: cfg_status_t retval; cfg_handle_t
