Somewhat unrelated to your question, but why are you using RedHat 5.2? That distribution is pretty old by now. I would recommend moving to 7.0 or 6.2 at least.
Now to your question: What is the crontab entry you are trying to setup? If you post the line here, we can give you more advice.

I have a couple of programs that have these commands pointed towards /usr/bin, ie, /usr/bin/echo (even though the actual 'echo' command is in /bin). Q1. I understand that /usr/local/bin means I can install/uninstall stuff in here and have any chance of messing up my original system files or effecting any other users. I created this directory myself.

I found that the same commands(sort, du, df, find, grep etc.) exists in both dir.
What is the difference to use them?
i.e: to use xpg4/bin/grep and usr/bin/grep

On one server a user is facing sed command issue.
He gets error regarding sed for this location

A "Net::DNS::Question" object represents a record in the question section of a DNS packet.
METHODS
new
$question = Net::DNS::Question->new("example.com", "MX", "IN");
Creates a question object from the domain, type, and class passed as arguments.
qname, zname
print "qname = ", $question->qname, "
";
print "zname = ", $question->zname, "
";
Returns the domain name. In dynamic update packets, this field is known as "zname" and refers to the zone name.
qtype, ztype
print "qtype = ", $question->qtype, "
";
print "ztype = ", $question->ztype, "

Returns the record type. In dymamic update packets, this field is known as "ztype" and refers to the zone type (must be SOA).
qclass, zclass
