how do you change the time format from 24_hour to 12_hour

I need to change the time format on a Unix development box running Sun OS 5.7 from military time to 12_hour.

I can extract the right hand side of "=" using cut command "cut -d "=" -f2
after extracting that right side i would need like this

I want to be it 4:48:59 PM. NTP is configured on this. Can time format be changed while NTP server is configured ?

filectime - Gets inode change time of file
SYNOPSIS
int filectime (string $filename)
DESCRIPTION
Gets the inode change time of a file.
PARAMETERS
o $filename
- Path to the file.
RETURN VALUES
Returns the time the file was last changed, or FALSE on failure. The time is returned as a Unix timestamp.

Note: In most Unix filesystems, a file is considered changed when its inode data is changed; that is, when the permissions, owner,

Note also that in some Unix texts the ctime of a file is referred to as being the creation time of the file. This is wrong. There
