so how do you differ between the 'good' blank lines, which you want to keep, and the 'bad' ones, which you want removed?

Try this:

sed -e '/^$/d;' -e '/^[0-9]*$/{x;p;x;}' filename

You'll have to manually remove a blank line at the top of the file though.

It seems that you which to keep only the blank lines after the lines matching "textn":
