With SCP can I basically check a return code for successful transfer of file, which if its not successful then I can use the mailx command to send the email notification?

if [ $? -ne 0 ]
then
mailx ............................ # The copy did not complete so send an err mail
fi

As simple as that.

For this kind of partial file transfer problems, the ftp log should be saved and then the bytes transferred and the size of the actual file from the source should be compared which should reveal any partial transfers.

to test if ftp was successful

most FTP clients always exit with a status of 0. This leads to ugly "false negatives": the file transfer fails, but the script doesn't detect the problem.

One way to verify that a file transfer took place - transfer it back:

Regular FTPs there and back of large files can consume a lot of time.
