Data password not prompt when doing a remote log in

hi
when i do a remote log in to server A from other servers using root account, i am able to log in to server A without keying in any password. right now i would like to find out which files am i suppose to set in order to prompt user for password everytime they do a log in from other server.
the .rhost files is empty and have commented /etc/default/login CONSOLE=/dev/console. is there other file which i need to take note?

check /etc/hosts.equiv and also uncomment the CONSOLE line in /etc/default/login ... for openssh, check host key in /.ssh/authorized_keys2 ...
