you can use
1)ctrl+v to copy visual block first three lines (the below part only can be copied)
1.491331
1.539000
1.235793

2) and then press y to yank it
3)go to "A =" and press p to paste

Split your file with the two file . I mean
aa bb cc dd
ee ff gg hh
jj kk ll mm
to a file
and
a
b
c
d
e
to another file.
With the help of tr command you just try to put a new line in the firstfile (as mention by Quirkasaurus ) so that each value be in a new line and use paste command to get the result with help of '=' as the delimiter.

Your requirement is very simple.

using the following steps we can achieve this very simply.

1. In escape mode place you cursor in first line then press crtl+ v
2. Then select the three values line using "j "and "k" key
3. After selecting this line press 'y' . 'y' for copying the values.
4. Then place your cursor in 4th line that is after the "=" then press "p"
then the first 3 line values are paste in to next three lines. 4,5,6.
5. Then place your cursor on 7th line after the =. then press 'p'
'p' for paste. then the same three values is pasted for nect three lines.
