useradd permissions

hi everybody,

can you please answer this question :

when making a listing i have this :

-r-xr-xr-x 2 root sys 32276 Feb 14 2001 useradd

Why in this case a simple user can't execute this command?

i think that useradd needs root to run , since a user can not create another user .

useradd on my Solaris 10 box has the same permissions. I assume a normal user can execute it, but cannot execute it with permission to modify the password or sharow file, nor typically to create the home directory.
