I didn't see a way to have the script identify if a file was still uploading (there is nothing unique about a file upload-in-progress to use as a conditional for the script?)

You don't need a local copy of the remote's localserverstatus file for this. Change:

    ssh user@servaddress 'cat /Users/admin/localserv/localserverstatus' | grep -q Closed; do

Are you sure you don't want a short sleep in that loop?
