looping problem

I have been trying to come up with a program that can do this:
Say I have a file named "sir" with a single field;
Code:
10
229
288
35
83
47
3

I want to create a file "gen" with three fields with the data in file "sire" listed in field 1 while field 2 and 3 are just 1 each like this:

SPARSE 53000 1 1
10 1 1
229 1 1
288 1 1
35 1 1 
83 1 1
47 1 1
3 1 1

I want to read the file line by line so that each line can go through the entire command I saved in a file called perm, then output the result, and starts again with the next line. The perm file contains the command "itgen -m 500 -r gen b beta -n inv"
inv is another file like this:

6 3 1
62 8 1
2 2 1
45 8 1
82 3 1
83 9 1

This is what I did:

sed 's/$/ 1 1/' sire > gen
IFS=$'\n';for line in `cat gen.txt`; do ./perm ${line} > ${line}; done

Need suggestions, I have worked on this for a long time.
I am trying to improve on my little experience in shell scripting. Thanks
