Input a file, edit another file

i have 2 files(file1 & file2) that 1st one contains "n" records and the other one contains some scripts. in the file1 which it's records contains 7 fields, i want to read each records and do the fowolloing:
1) in each records that starts with "epic", put lon=$1 , lat=$2
2)if 1<lat<2 && 1<lon<2 then edit file2 as the same as below:
[edit file2]
find the line that starts with "TRANS" and put lon(get from file1) in field 4 and put lat(get from file1) in field 5, on this records.

actualy i dont know how can i input 2 files concomitant and edit them in awk! each time that the lon and lat valuue put in file2, there is be a out put resulte(i didnt write the whole scripts of this file)
