Question sed command

I have three files
Code:
file1:
600 1481.14    /
700 1478.19    /
800 1476.59    /
900 1475.21    /
1000 1475.87    /
1100 1477.3    /
1200 1478.89    /
1300 1479.95    /
1400 1481.25    /
1500 1482.57    /

Code:
file 2:
'A' 0.0
5000.0  1600.57  0.0  1.0  /
1                ! NSD
1000.0 /            ! SD(1:NSD) (m)
1                ! NRD
1000.0  /            ! RD(1:NRD) (m)
1                ! NRR
18.0
OPTION3                      ! 'R/C/I/S'
100                ! NBeams
-14.0 14.0 /                ! ALPHA1,2 (degrees)
100.0  5500.0  102.0        ! STEP (m), ZBOX (m), RBOX (km)

Code:
file 3
1                ! NMEDIA
'SVW' ! SSPOPT (Analytic or C-linear interpolation)
51  0.0  1500.0        ! DEPTH of bottom (m)

I want to substitute some values of file 2 and file 3 with the values of file1

No of rows in file 1 is different every time.

Query : a) I want to substitue the second row of the file2 with last line of the file1.
Code:
5000.0  1600.57  0.0  1.0  / should be replaced by 1500.0  1482.57 0.0 1.0  /

b) And the first column last value of file1 to file3 i.e the highlighted position (in eg : 1500)

My Idea : I can make the 5000.0 1600.57 0.0 1.0 / as var1 var2 0.0 1.0 / and then do character substitution using sed.
similarly var3 in file 3 . is there an alternative way to do this.

a)
Code:
line1=$(sed -n '$s/\(.*\) *\//\1/p' file1)
line2=$(sed -n '2s/\([^ ]*\) \( *[^ ]*\).*/\1 \2/p' file2)
sed "2s/$line11/$line2/" file2

b)
Code:
line3=$(sed -n '$s/ .*//p' file1)
var=changewiththis
sed '$s/'$line3'/'$var'/' file3
