If they have the same timestamp, then what else would you sort by?

Also, I realized that the timestamp isn't reliable anyway, because when you roll over from December to January, the December (12) stamps will be "higher" than the January (01) stamps.

The above solution will work most of the time. It will give issues when the the data crosses over a year.
You may try the following, it does not rely on date to get the changes:
Assumption: circular file = f1
watch -n 5 "diff /var/tmp/f2.$LOGNAME.tmp f1 | sed -n '/^>/ { s/^> //;p;}';cp f1 /var/tmp/f2.$LOGNAME.tmp"
$LOGNAME in the above command will allows multiple users to check the file.

Wow! This is some potent stuff. I am going to try this. First I will read up on "sed". Will let you guys know the results.
