awk either expect to red its input from stdin OR from a file specified on the command line.
awk uses 1-based indexing - I changed '0' to '1' in "substr" call.
I don't think you need 'exporting' the assigned variable.
PS: you might be better for doing the 'substr' using shell's internal functions or a less 'heavy' UNIX utilities - 'awk' is an overkill for what you're doing.
