connection issue

I have a HP-UX 11 server running on HP L3000 server

When I telnet to the server - it takes 30 seconds for login prompt..
However if I restart the server, I can log in straight away after reboot..

Eventually it degrades again and it takes 30 seconds to get a login prompt.
Also in this state all pings to the server fail, but when I restart I can ping it no problem - until again it degrades and pings fail.

This must be an issue on the server but i dont know where to start to look..
Any ideas?

ns_info boottime Returns the server boot time in seconds. ns_info config Returns the configuration file name. ns_info home Returns the directory where the AOLserver was installed. ns_info hostname Returns the name of the host on which server is running (e.g., www.myhost.com). ns_info interp Returns the number of the Tcl interpreter currently being used. ns_info label Returns the source code label for the server.
