How to find list of userdefined ports in aix

I want to know list of userdefined ports available in aix .Suppose I want to run a process at port 20 .using netstat i could able to find out that no process is listening at that 20 .Still I am not able to bring my process up at port 20.

Hi,
Ports below 1024 are the so-called 'well-known ports' and you need privileges to run any process using port below 1024 assuming they're not already used by some others prog/daemons ... look at /etc/services for further details
