Substitute character aka Control-Z (suspends in UNIX, EOF in DOS).

Ns_AbsoluteUrl(pds, url, baseurl) Construct an URL based on baseurl but with as many parts of the incomplete url as possible. Return NS_OK or NS_ERROR.
