You can use printf to format the number to 2 decimal places and include thousand separators:

USED_DB=$( printf "%'.2f" $USED_DB )
USED_PC=$( printf "%'.2f" $USED_PC )

Code:
A block size specification preceded by `'' causes output sizes to be
displayed with thousands separators.  The `LC_NUMERIC' locale specifies
the thousands separator and grouping.  For example, in an American
English locale, `--block-size="'1kB"' would cause a size of 1234000
bytes to be displayed as `1,234'.  In the default C locale, there is no
thousands separator so a leading `'' has no effect.

NAME

       localeconv - get numeric formatting information

SYNOPSIS

       #include <locale.h>

       struct lconv *localeconv(void);

DESCRIPTION

       The  localeconv()  function returns a pointer to a struct lconv for the current locale.	This structure is shown in locale(7), and contains
       all values associated with the locale categories LC_NUMERIC and LC_MONETARY.  Programs may also use the functions printf(3) and strfmon(3),
       which behave according to the actual locale in use.
