'fixed width records' does not necessarily mean carriage control ("\n") at the end of a line. It just means the data are laid out in a fixed pattern, probably with no character to mark then end of the line. If it is a fixed record length file with carriage control, then just read the very first line.
Without carriage control you will have a much harder time finding the record length, generally you need to get that information from a source external to the file: file metadata, specifications, someone who knows.
I have a fixed width flatfile with 5 columns, i will load file from oracle database to the flatfile for every 15 min at the end of the file, i want to insert a record by calling a shell script for inserting a record.

I have a pipe separated flat file.But there is often some problem with the records.So is it possible to convert the '|' separated file into a fixed length file by means of some script.
The file has 11 columns which means 10 pipes.Your help is appreciated.

SYNOPSIS
asa [file ...]
DESCRIPTION
The asa utility reads files sequentially, mapping FORTRAN carriage-control characters to line-printer control sequences, and writes them to
the standard output.
The first character of each line is interpreted as a carriage-control character. The following characters are interpreted as follows:
<space> Output the rest of the line without change.
0 Output a <newline> character before printing the rest of the line.
1 Output a <formfeed> character before printing the rest of the line.
+ The trailing <newline> of the previous line is replaced by a <carriage-return> before printing the rest of the line.
Lines beginning with characters other than the above are treated as if they begin with <space>.
EXIT STATUS
The asa utility exit 0 on success, and >0 if an error occurs.
EXAMPLES
To view a file containing the output of a FORTRAN program:
asa file
To format the output of a FORTRAN program and redirect it to a line-printer:
a.out | asa | lpr
