Sendmail HELP

I am trying to configure sendmail for a client.
I have edited my sendmail.cf as follows:

# more sendmail.mc
divert(0)dnl
VERSIONID(`@(#)sendmail.mc 1.11 (Sun) 06/21/04')
OSTYPE(`solaris8')dnl
DOMAIN(`server.1.example.com)dnl
DAEMON_OPTIONS('Port=smtp,ADR=127.0.0.1, Name=MTA')
define(`confFALLBACK_SMARTHOST', `mailhost$?m.$m$.')dnl
MAILER(`local')dnl
MAILER(`smtp')dnl

now when i try to make my new sendmail.cf file with m4, i get m4: not found

when i use /usr/ccs/bin/make, i get
'sendmail.cf' is update

but it only contains
